Microsoft first announced that they would be giving away Virtual PC for free last July, when they made Virtual PC 2004 SP1 available on their web site. If you own a full version retail copy of Windows XP you could use that with Windows Virtual PC (which is a free download), but if you want the extra Windows XP Mode, you would need to upgrade to Windows 7 Professional at a minimum.
